The Assam e-District Project is a part of the National e-Governance Plan
(NeGP) and is actively led by the Information Technology Department of the
Government of Assam. This initiative is dedicated to enhancing the
interaction between the government and citizens, specifically focusing on
Government-to-Citizen (G2C) services. The primary goal is to elevate the
overall experience of citizens when accessing government services.
Implemented across all 27 districts of the state, the e-District project
ensures that government services are easily accessible to the public through
the Internet, Arunodoy Common Service Centres (CSCs), and Public
Facilitation Centres (PFCs) at various administrative levels such as DC,
SDO, and Circle Offices.
The project envisions providing efficient, transparent, and reliable
citizen-centric services at affordable costs. To achieve this, Public
Facilitation Centres (PFCs) have been established at the district,
sub-division, and circle levels, while Arunodoy Common Services Centres
(CSCs) cater to service delivery at the village level. This electronic
approach aims to streamline service delivery and promote efficiency for the
benefit of the citizens.
Primary Goals of e-District Assam Project
The e-District project takes advantage of the existing infrastructure,
including the State Data Center (SDC), State Wide Area Network (SWAN), State
Services Digital Gateway (SSDG), Common Service Centres (CSC), and other ICT
facilities developed by the State through various initiatives.
It seamlessly integrates these components with the e-District Mission Mode
Project (MMP). Additionally, online and live applications from line
departments that already offer Government-to-Citizen (G2C) services are
incorporated into the e-District architecture.
The primary goals of the project include:
- Efficient delivery of services with improved service levels
- Strengthening the skills of field functionaries
- Providing access to services that are efficient, reliable, transparent, and accountable
- Reducing service time and costs for both the Government and citizens
- Enhancing the overall perception and image of the Government
Technical Aspect of e-District Assam Portal
The technical structure of the e-District system is designed based on the
n-tier architecture model, utilizing industry-standard protocols such as
HTTP, SOAP, and XML for seamless integration with backend department
systems. The application responsible for Government-to-Citizen (G2C)
services is Java-based and accessible through the web.
Hosted at the State Data Center (SDC), this workflow-oriented software
configures services based on roles, responsibilities, and levels of access
for different functionaries, both at the State and District levels.
The e-District application's business layer includes features such as:
- Workflow functionality, facilitating approvals at various levels during the processing of citizen requests.
- Authentication of citizens through Aadhaar/NPR.
- PKI (Public Key Infrastructure) support to enable the use of digital signatures.
- Payment gateways for direct transactions using credit/debit cards or net banking.
- Mobile services for communicating updates to citizens.
- Local language interfaces to enhance user accessibility and experience.
Services Provided by e-District Assam Portal
At the national level, a fundamental set of five service categories has been
pinpointed and incorporated into the e-District project. These categories
encompass Certificates, Government Dues and Recovery, Revenue Court Cases,
RTI/Grievances Cases, Certified Copies, and Pensions. As part of the State
Wide Roll Out, the State Government has additionally identified and selected
five more service categories.
In total, 53 citizen-centric services have been earmarked for delivery
through e-District in Assam. Here is the compiled list of identified

In order to complete the application process and access services through
the e-District Assam portal, the following documents are necessary:
- Applicant's Aadhar card
- Proof of date of birth
- Educational certificate
- BPL certificate (if applicable)
- Passport-size photograph

- Identity documentation, such as PAN card, voter ID, or passport
